A mastermind who has "Painter" as his code name and his counterfeiting group are being searched by the Hong Kong police. Their criminal acts were global but it is difficult to identify the credibility of their counterfeits as they use exceptional counterfeiting skills. Because of this, a painter, Lee Man, was asked to help in the case.

Even if the film has a somewhat predictable plot, it was able to give movie icon Chow Yun-fat one of the most controversial roles that he has ever played. The visual effects of the action scenes were also amazingly done.
